Executive Bios


Meltem Bebekoglu is the President of Rosenberg & Parker of Turkey based in Istanbul. She is responsible from Rosenberg & Parker’s operations in Turkey and catering the neighboring regions, including Europe, Middle East and the CIS countries.

Meltem is a Turkish and American citizen, a highly skilled financial advisor with over 20 years of experience. She began her career in the retirement planning funds in the United States. After 9 years as a relationship manager, she has relocated to Europe and worked as a private wealth manager and an asset manager in Zurich before relocating back to Istanbul to start Rosenberg & Parker of Turkey in 2014.

Meltem graduated from Ankara’s Middle East Technical University with a BS in Administration, and has continued her education throughout her career in Cambridge University, London School of Economics, New York Institute of Finance, the CFA Institute and NASBP Surety School.

Meltem is an active member of TurkishWIN, a global network for women and Turkish Association of Women Entrepreneurs. She is a mother of 3 and enjoys sports and music in her down time.

Chad Rosenberg

Chad Rosenberg is a Principal of Rosenberg & Parker where he oversees client and surety relations as well as marketing and technology. Chad has almost 30 years of experience as a surety underwriter and broker. Mr. Rosenberg began his career with Reliance Surety Company and held underwriting positions in the home office in Philadelphia, and in offices in Seattle and Sacramento.

Chad writes bonds for publicly traded and privately held corporations in the energy, manufacturing, construction, technology, environmental, and waste hauling industries, and many other companies with surety requirements. In 2006, he was named as a “Power Broker” for the technology industry by Risk & Insurance Magazine.

Chad obtained a Bachelor of Arts degree in English Literature from the University of Virginia. He is a past president of his local Rotary Club and currently serves on the Rotary Youth Exchange Committee. The father of five children, Chad and his wife Jennifer reside in Berwyn, Pennsylvania. When not writing bonds, Chad enjoys untangling his fly line from the trees and bushes surrounding trout streams throughout the United States.


Mr. Önder, the board member of Rosenberg & Parker of Turkey, has joined the company in 2014. As a former Director General for Ministry of Environment and Urbanization, and Director General for Ministry of Culture and Tourism, he brings more than four decades of experience in the fields of construction and tourism.

Following his 25 years career as a bureaucrat, he worked for 20 years as a consultant for tourism investment, development and management services. Meanwhile he regularly lectured in State Academy of Engineering and Architecture, Turkish Military Academy, held in-service trainings for municipalities and also served as an expert for various commissions of The Grand National Assembly of Turkey.

Mr. Önder graduated from Yıldız Technical University in İstanbul, with a Bachelor’s of Science in Surveying Engineering. He is still an active member of Chamber of Surveying Engineers, where he acted as General President in 1972 and he continues to participate in programs about reconstruction and regular urbanization.

As a father of three and grandfather of seven, pondering politics in his downtime along with reading.


Rıdvan ‘Rudi’ Pehlivan is the Operations Manager at Rosenberg & Parker of Turkey based in Istanbul. He manages accounts, reviews bonds, and develops procedures to increase the company’s efficiency. He previously served as an Operations Analyst and was responsible for the analysis and research behind the implementation and execution of surety in the Turkish market.

Before joining Rosenberg & Parker of Turkey, Rıdvan worked as a research analyst at The Center for The Study of the Presidency and Congress in Washington, DC. In addition to his experience in research, Rıdvan worked at various areas of the corporate world including top tier consulting firms.

Ridvan graduated from The George Washington University in Washington, DC with a BA in International Business and a minor in Sociology. Ridvan was a long time member and captain of the Turkish National Water Polo Team. Being a scholarship athlete at The George Washington University, Ridvan played on the Division I varsity water polo team for all of his four years.

Ridvan has a great interest in music and continues to make sports a big part of his life.
